# Outsourcing Pros and Cons: An Honest Guide for UK Businesses

Outsourcing works when the work is well defined, stable and not where your advantage lives. It disappoints when you hand a supplier knowledge-heavy, changing work and then lose sight of how it is done. At Potentiam we build embedded offshore teams for UK companies, and many of the businesses that come to us tried traditional outsourcing first. The savings were usually real. The loss of control and knowledge that came with them usually traced back to the model they chose.

## What are the pros and cons of outsourcing?

Each advantage has a matching cost.

| **Knowledge** | The supplier brings process expertise from other clients | Knowledge of how your business works builds up inside the supplier |
| **Data and security** | A capable supplier may run stronger security than you do today | Your data protection duties stay with you, and the supplier widens your attack surface |
| **Exit** | A defined renewal point, subject to notice and exit terms | Bringing the work back, or moving it, means rebuilding knowledge and may trigger TUPE |

## The advantages of outsourcing

### Lower cost, though cost is no longer the main reason

A supplier in a lower-cost market reduces what you pay for labour and takes on recruiting, employment administration and managing the people. Its fee covers those costs, and you may keep some internal overhead, so the real saving depends on what you can remove. UK employment costs are rising. In the CIPD's Resourcing and talent planning survey, published in September 2026, 54% of employers said the Employment Rights Act 2025 would increase their employment costs, 14% to a large extent and 40% to some extent.

Cost is also no longer the main reason buyers give for outsourcing. In Deloitte's Global Outsourcing Survey, the share of executives naming cost reduction as a primary driver fell from 70% in 2020 to 48% in 2022 and 34% in 2024. Buyers still expect savings, but savings alone do not make it work.

### Access to skills you cannot hire locally

Improved access to talent is now the most cited reason for outsourcing, named by 42% of the more than 500 executives in Deloitte's [2024 Global Outsourcing Survey](https://www.deloitte.com/us/en/services/consulting/articles/global-outsourcing-survey.html), ahead of spend optimisation at 34%. The UK picture explains why. The [CIPD's 2026 Resourcing and talent planning report](https://www.cipd.org/en/about/press-releases/rtp-2026/) found that 53% of organisations that tried to recruit in the past year had difficulty attracting candidates, particularly for senior and skilled roles, and 44% said talent had become harder to retain. A supplier in a deeper labour market can staff your work while a UK search is still running.

### Speed, focus and flexibility

An established supplier already has people, tools and a working method, so a well-specified process can often start sooner than you could build the capability yourself. It frees your managers for the work that differentiates you, and capacity can flex with demand: 23% of executives in the Deloitte survey named the need for a flexible and scalable talent model as a primary driver. For seasonal peaks or a defined project, paying for capacity only while you need it is a genuine advantage.

## The disadvantages of outsourcing

The disadvantages are structural: the people doing the work are employed, managed and paid by someone else. A better supplier reduces them without removing them.

### Less control over quality and priorities

Under a traditional outsourcing contract you manage outputs through service levels, and the supplier manages the people who produce them. When your priorities move outside the agreed scope, the change can mean renegotiating the contract. The clearest evidence is what buyers do next. In Deloitte's 2024 survey, 70% of organisations had selectively brought previously outsourced work back in-house over the past five years. The most common driver for insourcing, cited by 68%, was better control over service quality and performance, followed by growing strategic capabilities in-house (64%) and spend optimisation (56%). Even organisations reporting high satisfaction with their suppliers were doing it.

### Your process knowledge ends up with the supplier

Over a few years, the people who understand how your process really works, exceptions and workarounds included, are the supplier's staff. Deloitte notes that insourcing can trigger a loss of knowledge and changes to the total cost of service.

### Costs that are not in the headline rate

The supplier's margin sits inside the rate card, and eliminating vendor markup was one reason Deloitte's respondents gave for insourcing. Outside it are change requests for anything the statement of work did not foresee, the management time spent running the relationship, and transition costs at the start and the end. Governance is often weaker than buyers assume: the vendor management function still lacked maturity for nearly 70% of the organisations Deloitte surveyed.

If UK employees currently do the work, TUPE belongs in the cost model. Under the TUPE regulations a service provision change, where work done in-house is awarded to a contractor, moves to a new contractor or is brought back in-house, is a protected transfer, as [GOV.UK's TUPE guidance](https://www.gov.uk/transfers-takeovers) sets out. Whether it applies depends on the facts, so take employment law advice first.

### Data protection and security risk

Using a supplier leaves your data protection accountability where it was. When a supplier processes personal data for you, the [ICO is clear](https://ico.org.uk/for-organisations/uk-gdpr-guidance-and-resources/accountability-and-governance/contracts-and-liabilities-between-controllers-and-processors-multi/responsibilities-and-liabilities-for-controllers-using-a-processor/) that you remain responsible for your own UK GDPR compliance and must have an Article 28 contract in place. If the supplier's people sit outside the UK, giving them remote access to your data can be a [restricted transfer](https://ico.org.uk/for-organisations/uk-gdpr-guidance-and-resources/international-transfers/a-guide-to-international-transfers/what-is-an-international-transfer-of-personal-information/), which needs UK adequacy regulations, an appropriate safeguard or an exception.

The security exposure is growing. Verizon's [2026 Data Breach Investigations Report](https://www.verizon.com/about/news/breach-industry-wide-dbir-finds) found third-party involvement in breaches up 60%, with breaches involving a third party now 48% of the total. The government's [Cyber security breaches survey 2025/2026](https://www.gov.uk/government/statistics/cyber-security-breaches-survey-20252026/cyber-security-breaches-survey-20252026), published in April 2026, found that 15% of businesses had formally reviewed the cyber risks posed by their immediate suppliers, rising to 30% of medium-sized businesses.

### Lock-in and a hard exit

Once a supplier holds the knowledge, the systems access and possibly the staff, both leaving and staying get expensive. Deloitte recommends revisiting outsourcing deals more than three years old to re-check what is core. If you outsource, negotiate the exit at the start: processes you own, knowledge transfer, clear intellectual property terms, exit assistance and data return.

 

## What should you outsource, and what should you keep?

Whether the pros outweigh the cons depends on the work. We use four questions with the companies we advise.

1. **Can you define the work clearly?** If a process can be specified, measured and priced per unit, it is generally easier to outsource. If it changes every quarter or sits outside the agreed scope, you may find yourself renegotiating what the supplier delivers.
2. **Does the knowledge compound?** Some work becomes more valuable the longer a team understands your business, including your systems, customers and ways of working. Software development, finance or customer relationships are examples where losing that accumulated knowledge can come at a cost.
3. **Is it core to how you win?** Facilities, payroll processing or high-volume standard support are strong outsourcing candidates. The capability your customers buy may be better kept closer to the organisation.
4. **What happens at exit?** If bringing the work back means rebuilding it from scratch, you have created a significant dependency on the supplier. Before outsourcing, consider how easily you could transition the work back in-house.

Work that is easy to write down, does not compound and is not core is a good outsourcing candidate. Work that changes often and builds knowledge is where the disadvantages do the most damage, and where the model you choose matters most.

## How the model you choose changes the trade-offs

Most of the cons above depend on the arrangement you choose: who employs the people, who directs their work, and where the knowledge ends up.

## Where an embedded offshore team fits

We built the [Embedded Offshore Team Model](https://blog.potentiam.co.uk/embedded-offshore-team-model) as an answer to the cons of traditional outsourcing, for work that is hard to write down but still needs to cost less and start sooner than a UK hire.

**Control.** We recruit, employ and house the team in our five hubs: Cape Town and Johannesburg in South Africa, Iași in Romania, Bengaluru in India and São Paulo in Brazil. Your managers set priorities and direct the work. Our on-site leadership handles day-to-day supervision, HR and the workplace. Within the agreed roles, your managers reprioritise the team's work as your needs change, without renegotiating a statement of work.

**Knowledge.** The team works only for you, in your systems and to your processes, so what they learn builds up inside a team you direct. Documented processes and proper handovers, owned by your managers, keep it there when people move on. Our founder used this model at EnergyQuote JHA, growing multi-hub offshore teams to around 60% of a company of more than 300 people before its [acquisition by Accenture in 2015](https://blog.potentiam.co.uk/how-a-ceo-delivered-21m-of-value-and-an-exit-to-accenture-by-building-offshore-teams-part-1-of-6).

**Cost and speed.** Pricing is agreed with each client. Labour cost savings typically run at 30 to 50% against the UK in Cape Town and Johannesburg and 40 to 50% against Western European rates in Iași. In São Paulo, operating costs for equivalent roles typically run 30 to 50% below the UK, and in Bengaluru salaries often run 40 to 70% below the UK, especially for mid-to-senior roles. Hiring typically takes four to six weeks from starting the search to the candidate accepting the offer, or four to eight in São Paulo, against six to twelve weeks or longer for the same roles in the UK.

**What it does not remove.** You take on more management than with a traditional outsourcing contract, because your managers direct the work. Because the team is employed by our local entity, a separate legal entity outside the UK, giving them access to UK personal data will usually be a restricted transfer. Romania is covered by UK adequacy, so no IDTA or transfer risk assessment is needed there, although other UK GDPR duties still apply. South Africa, India and Brazil need an appropriate safeguard such as the International Data Transfer Agreement plus a transfer risk assessment, which we work through with you before anyone has access. As with any supplier, check the exit and intellectual property terms before you sign.

Outsource work that can be written down, measured and priced per unit, and that you could hand to another supplier at renewal.

**Does outsourcing transfer data protection responsibility?**  
No. Under UK GDPR you remain responsible for your own compliance when a supplier processes personal data for you, and you need an Article 28 contract with them. If the supplier's people are outside the UK, giving them remote access to your data can be a restricted transfer that needs adequacy, a safeguard such as the IDTA, or an exception. Take advice on your specific arrangement.

**What is the difference between outsourcing and offshoring?**  
Outsourcing means a third party does the work. Offshoring means the work is done in another country by people who work as part of your team and operate within your systems and processes. A UK supplier is outsourcing without offshoring, and an embedded offshore team whose work you direct is offshoring without handing the process to a supplier.

**Can you bring outsourced work back in-house?**  
Yes, and it is common: 70% of organisations in Deloitte's 2024 survey had selectively done so in the previous five years. Plan for it at the start, with process documentation you own, knowledge transfer and exit assistance in the contract. Bringing work back from a UK supplier can be a service provision change under TUPE, so take employment law advice.
