# Offshore Teams for Energy & Utilities: Scale Service, Billing and Data Without Losing Control

Energy and utilities firms are caught between regulated prices and a rising cost to serve. In Great Britain the Ofgem price cap limits what suppliers can charge domestic customers per unit and per day, billing drives more than half of all Ombudsman disputes, and electricity demand is [forecast to rise by 20 to 60 per cent](https://www.neso.energy/document/373066/download) between 2024 and 2035. Scaling customer service, billing and data capacity through domestic hiring alone is slow and expensive. A growing number of suppliers, utilities and energy consultants are answering this with embedded, office-based offshore teams: dedicated people who work inside the business, to its standards and compliance obligations, rather than an arm's-length outsourcing contract.

**In short:** Embedded offshore teams give energy and utilities firms a substantially lower labour cost on suitable functions, and, in our experience, hires in four to six weeks from starting the search to offer acceptance (four to eight in São Paulo), against six to twelve weeks or longer in the UK, and multi-hub resilience, while keeping process control, Ofgem compliance and vulnerable-customer care inside the business. The model works best when the team is treated as a genuine extension of the company rather than an arm's-length vendor.

## What does offshoring look like for energy and utilities, and why embedded rather than BPO?

Offshoring in energy and utilities means building a team in a lower-cost location to run functions such as customer service, billing, complaints, data and analytics, and technical support. The important distinction is how that team is structured. Traditional business process outsourcing hands a process to a third party who runs it to a service-level agreement, at arm's length, with visibility largely limited to what the contract reports. An [embedded offshore team model](https://blog.potentiam.co.uk/embedded-offshore-team-model) does the opposite: the team works inside your systems, follows your processes, joins your performance cycles and reports through your management structure, while a partner provides the office, local management, HR and compliance.

For a regulated sector, this difference is not cosmetic. In Great Britain, energy suppliers answer to Ofgem on call handling, complaint resolution and the treatment of vulnerable customers; Northern Ireland has its own regulator. When the people doing that work follow another organisation's standards, control is harder to exercise and risk is harder to see. When they operate as an embedded extension of the business, the same tone of voice, escalation rules and quality frameworks apply, and oversight stays with you. ## Why are UK energy and utilities firms building offshore teams now?

The pressure is structural. From 1 October 2026 the Ofgem default tariff price cap puts a typical dual-fuel household paying by Direct Debit at [£1,723 a year](https://www.ofgem.gov.uk/press-release/energy-price-cap-will-rise-4-october-2026). The cap sets the maximum unit rate and standing charge on a default tariff rather than the total bill, so it leaves suppliers little room to widen margins through price. When the price per unit is capped, cost to serve becomes the main lever, and much of that cost sits in customer service, billing and back-office operations that are expensive to staff domestically.

The customer experience data tells the same story. Ofgem's [Energy Consumer Satisfaction Survey](https://www.ofgem.gov.uk/research/energy-consumer-satisfaction-survey-july-august-2025) for July to August 2025 put overall satisfaction at a record 82 per cent, yet among customers who had fallen behind on their bills or run out of prepayment credit for affordability reasons, only 20 per cent said their supplier had contacted them about support. The [Energy Ombudsman accepted 80,256 cases in 2025](https://www.energyombudsman.org/news/energy-ombudsman-annual-data-2025), and billing accounted for 56 per cent of the disputes it reviewed, while Citizens Advice's [supplier star ratings](https://www.citizensadvice.org.uk/about-us/media-centre/press-releases/fourteen-million-households-served-by-suppliers-with-below-average-customer/) found an average customer service score of just 3.09 out of 5 for October to December 2025, with 14 million households supplied by companies rated below three stars. Billing and complaints are labour-intensive and rule-bound, which makes them strong candidates for embedded offshore capacity.

Domestic capacity is not getting cheaper. Wage, property and compliance costs keep rising, so expanding a UK call centre is an increasingly unattractive way to absorb demand. At the same time, decarbonisation and smart metering are adding data-intensive work. The firms that thrive will decouple capacity growth from UK fixed costs without loosening their grip on quality.

Meter-to-cash deserves particular attention. Because billing drives more Ombudsman disputes than any other issue, an embedded team trained on UK billing rules and Ofgem complaint handling can take on much of the investigative and resolution workload, freeing UK staff for complex cases, regulatory engagement and service design. Energy is not a sector where you can hand a process to the lowest bidder and hope. It demands continuity, specialised knowledge of UK rules, careful treatment of vulnerable customers and a clear audit trail. Those requirements favour the embedded model.

A caution on vulnerable customers

Complaints and account support in energy routinely involve customers in financial difficulty or vulnerable circumstances. Offshoring this work through an arm's-length, high-churn arrangement risks inconsistent care and regulatory exposure. ## Governance, compliance and data security

Regulatory alignment is the threshold question for any energy offshoring decision, and it is one the embedded model answers well. Because the team operates inside your control environment, you can extend your own Ofgem-aligned processes, complaint-handling standards and vulnerable-customer protocols directly, rather than relying on a vendor's interpretation. Data protection needs the same design. In São Paulo, operating costs for equivalent roles typically run 30 to 50 per cent below the UK, and in Bengaluru salaries often run 40 to 70 per cent below the UK, especially for mid-to-senior roles.
