# Offshore Research and Data Analytics Teams for UK Research Firms

Research and insight firms rarely run short of good researchers. They run short of researcher hours, because the people who interpret findings and advise clients are also cleaning survey files, building tables and finishing desk research late in the evening. An embedded offshore research and data analytics team takes the work that can be specified and checked off their desks, and those hours go back to clients. It is the model we built for Opinium in Cape Town, and the one we recommend to most UK research agencies and consultancies.

## What research and analytics work suits an embedded offshore team?

The test we apply is simple: can the task be written down clearly enough for someone else to do it, and can a second person check the result? If both answers are yes, the task can move. Research design, questionnaire sign-off, interpretation, the debrief and the client conversation stay with your UK team, because that judgement is what your clients are paying for.

This differs from what most people mean by outsourced market research. Sending a job to a fieldwork house or a data processing bureau buys a deliverable: the supplier decides who works on it and how, and you manage the output. An embedded team is a fixed group of people who work only for you, in your systems and to your templates, and who build up knowledge of your clients and standards over time. The pressure behind this is real. The [Market Research Society's Business of Evidence 2026 report](https://www.mrs.org.uk/article/anytype/uk-research-and-evidence-market-hits-record-187-billion-valuation) (March 2026) puts the UK research and evidence market at £18.74bn of gross value added a year, employing around 350,000 people on a full-time basis, with 64% of UK research businesses now running projects for clients in other countries, double the 2012 figure. Hiring the data people to support that growth is harder. In July 2026 the [Migration Advisory Committee](https://www.gov.uk/government/publications/temporary-shortage-list-stage-2-report/temporary-shortage-list-stage-2-report-accessible) recommended data analysts for the Temporary Shortage List for 18 months, citing mixed quantitative evidence of current shortage but stronger evidence of emerging, skills-based recruitment pressures.

## What we learned building Opinium's data team in Cape Town

Opinium is a London-headquartered market research agency with offices in New York and Amsterdam. Opinium wanted to split data processing off from its local data team and give it to a dedicated, scalable team focused on data cleaning, data manipulation and other processing. It also wanted to add skills to its own organisation, rather than simply hand work away.

We built that team in Cape Town. The team members are employed by Potentiam on South African contracts, so Opinium directs the work without having to become expert in South African employment law. Benjamin Davis, Opinium's Head of Data and Research Technology, described the result: "In the last 12 months, the team has enabled us to return about 20 days a month to our insight consultants across London, New York and Amsterdam." Those consultants now spend that time with their clients. Opinium is also building a new team in Brazil. Three lessons from that build apply to any research firm.

1. **Split along a process boundary.** Opinium moved a defined stage of its workflow, data processing, instead of scattered tasks from many consultants. That gives the offshore team depth and gives the UK team one clean handover point.
2. **Measure capacity returned.** The number that mattered to Opinium was consultant days handed back each month, and what the consultants did with them.
3. **Build a career path.** One member of the Cape Town team joined as a junior data processor, is now a data processor and can see the next step. ## Which hub suits which research and analytics work?

We recruit research and data roles in all five of our hubs. Each is stronger for some work than others, and the working day matters as much as the skills, because it decides whether your team works alongside your consultants or hands work to them overnight.

Cape Town and Johannesburg are our default for research firms whose consultants want to talk to the data team during the day, which is why we built Opinium's team there. Bengaluru works the other way round. Its day starts in the small hours of yours and finishes around your lunchtime, so data from fieldwork that closes in the UK evening can be cleaned and tabulated during the Bengaluru morning, with first tables waiting when your team arrives. São Paulo covers the other end of the UK day and is where we recruit data scientists. Iași adds language depth for pan-European projects. Any cover outside a standard local day needs agreed shifts, in any hub.

Hiring is typically four to six weeks in Cape Town, Johannesburg, Iași and Bengaluru, and four to eight weeks in São Paulo, from starting the search to the candidate accepting the offer. We see the UK equivalent take six to twelve weeks or longer. On cost, labour cost savings typically run at 30 to 50% against the UK in Cape Town and Johannesburg and 40 to 50% against Western European rates in Iași. In São Paulo, operating costs for equivalent roles typically run 30 to 50% below the UK, and in Bengaluru salaries often run 40 to 70% below the UK, especially for mid-to-senior roles. ## How do you keep offshore research data work to your quality standard?

Quality in research processing comes from specification and checking, and both can be designed in from week one.

- **Write the specification down.** A data processing specification, a table specification and written cleaning rules for every study.
- **Check twice before anything leaves the team.** A second analyst checks each output against the specification before it reaches the UK. Your UK team signs off everything at first, then samples once error rates are proven low.
- **Run in parallel first.** For a tracker, have the offshore team produce the first few waves alongside your existing process and compare the outputs line by line.
- **Measure three things.** Rework rate, turnaround time, and UK consultant hours returned. The third is the one that justifies the investment.

If you hold ISO 20252 certification, bring the team inside your quality system from the start. According to the [Market Research Society](https://www.mrs.org.uk/standards/quality-standards), the standard's Statement of Applicability describes the full scope of services you attest to, including all subcontracted services, and Annex F covers data management and processing. ISO 20252:2026 has replaced the 2019 edition, with certification to the new edition mandatory from September 2029.

## How should you handle respondent data, UK GDPR and the MRS Code?

Survey files contain personal data, so settle three points before the first file moves.

**Access is a transfer.** Under UK GDPR, making personal data accessible to a separate organisation outside the UK, including through remote access to your systems, is a restricted transfer, according to the [Information Commissioner's Office](https://ico.org.uk/for-organisations/uk-gdpr-guidance-and-resources/international-transfers/a-guide-to-international-transfers/are-we-making-a-restricted-transfer/). Under our model we employ the team, so it sits in a separate legal entity and the transfer rules apply. Romania is covered by UK adequacy regulations as an EEA member state. South Africa, India and Brazil are not, so transfers there need an appropriate safeguard such as the International Data Transfer Agreement, together with a transfer risk assessment. Adequacy removes the need for those two documents only; every other UK GDPR duty still applies.

**Pseudonymising helps, but it does not remove the transfer.** Stripping names and contact details first is good practice. The ICO is clear, though, that sending pseudonymised data to your processor is still a restricted transfer, even if the key never leaves the UK. Data falls outside the transfer rules only when it is genuinely anonymous, and aggregation achieves that only if no one can be picked out, including from small groups or combinations of attributes, so assess identifiability before treating any output as anonymous. Desk research and market intelligence often involve no respondent data at all.

**Your professional obligations travel with the work.** If you are an MRS member or Company Partner, the [MRS Code of Conduct 2023](https://www.mrs.org.uk/pdf/MRS-code-of-conduct-2023.pdf) applies to the whole project. Rule 13 requires the controller and processor roles of you, your clients and your sub-contractors to be set out in a written contract. Rule 12 requires a data protection impact assessment where the processing is likely to result in a high risk to participants. Rules 45 to 47 require secure handling, that everyone involved knows their obligations, and that retention periods are communicated to sub-contractors. Rules 49 to 51 protect participant anonymity. Where consent is your legal basis, Rule 31 requires participants to be told about any transfer of their data to a third country, so check your consent wording.

Finally, read your client contracts. Many research buyers set conditions on where their data is processed and who may subcontract, so check your major agreements before you design the team. ## How to start: a pilot on one process

1. **Pick one process with volume and a written specification.** Cleaning and tabulation for a tracker is a good candidate. Competitor monitoring or desk research is lower risk still, because it rarely touches respondent data.
2. **Size it at three people where volume allows,** so there is holiday cover and a second checker for every output. A two-person pilot works if your UK team covers the checking during absences.
3. **Hire in four to six weeks,** or four to eight in São Paulo, from starting the search to the candidate accepting the offer, with your team on the interview panel. Allow for notice periods and onboarding before live work starts.
4. **Judge it two or three months into live delivery** on consultant hours returned, turnaround and rework, and then move the next process across.

## The decision in four questions

1. **Can the work be written down and checked by someone else?** If yes, it can move.
2. **Does it touch identifiable respondent data?** If yes, plan the transfer safeguards first, or choose Iași, where UK adequacy applies.
3. **When does it need doing?** Alongside your consultants points to South Africa or Romania. Before your day starts points to Bengaluru. Through your afternoon and evening points to São Paulo.
4. **What is the hardest role on the team?** Start the hub decision with that hire. A team built around a data scientist usually starts in São Paulo, where we focus that recruitment, and one that needs German and French usually starts in Iași.

South Africa, India and Brazil need a safeguard such as the International Data Transfer Agreement plus a transfer risk assessment. Pseudonymised data sent to your processor still counts as a transfer.

**Does the MRS Code of Conduct allow research data to be processed offshore?**  
The MRS Code of Conduct 2023 does not prevent it, but its obligations cover the whole project. You need written contracts setting out controller and processor roles, a data protection impact assessment where risk is high, secure handling, preserved participant anonymity, and, where consent is your legal basis, participants told about transfers to a third country.

**Which offshore location is best for a data analytics team?**  
It depends on when the work happens and the hardest role. Cape Town and Johannesburg suit same-day work alongside UK consultants. Iași suits multilingual projects and data you want kept in the EEA. Bengaluru suits processing finished before the UK day starts. São Paulo suits data science and cover through the UK afternoon and evening.

**How long does it take to set up an offshore research analyst team?**
