# Insource vs Outsource: Which Is the Right Way to Scale Your Company?

[Potentiam](https://blog.potentiam.co.uk/author/potentiam)

## What Is the Real Difference Between Insourcing and Outsourcing?

Insourcing means building your own in-house team to handle a function. Outsourcing means transferring that function entirely to a third-party vendor who manages people, delivery, and accountability. The choice determines your control, cost structure, scalability, and risk profile for the next 3-5 years.

Key Takeaway

Insourcing gives you control but saddles you with hiring burden and fixed costs. Outsourcing transfers risk to vendors but often sacrifices visibility and quality. A third path, strategic offshoring with embedded teams, combines the benefits of both.

## What Are the True Costs of Insourcing in the UK?

A UK employee earning £50,000 costs you considerably more than their salary. At current rates, employer National Insurance alone adds £6,750 a year, before pension contributions, training, equipment and workspace. Employer National Insurance stands at 15%, with the secondary threshold at £5,000 a year. Budget 2025 extended the freeze on that threshold from April 2028 to April 2031, so the cost will not ease on its own. From 6 April 2026, Statutory Sick Pay is payable from the first day of sickness absence rather than the fourth, whatever the employee earns. Each change is modest in isolation. Together they raise the standing cost of employing people in the UK, and with the threshold frozen to 2031 that cost will not ease on its own. (Sources: [HMRC rates and thresholds for employers 2026 to 2027](https://www.gov.uk/guidance/rates-and-thresholds-for-employers-2026-to-2027); [Budget 2025 overview of tax legislation and rates](https://www.gov.uk/government/publications/budget-2025-overview-of-tax-legislation-and-rates-ootlar/budget-2025-overview-of-tax-legislation-and-rates-ootlar); [GOV.UK, sick pay reforms, April 2026](https://www.gov.uk/government/news/millions-of-workers-get-new-access-to-sick-pay-and-parental-leave); [Employment Rights Act 2025](https://www.legislation.gov.uk/ukpga/2025/36).)

The hiring process itself is broken. Totaljobs put the average UK time to hire at 12 weeks in its [Spring/Summer 2026 Hiring Trends Update](https://www.totaljobs.com/recruiter-advice/hiring-people/hiring-trends-update/), up from 10 weeks in its autumn 2025 edition. The CIPD's [Resourcing and talent planning report 2024](https://www.cipd.org/globalassets/media/knowledge/knowledge-hub/reports/2024-pdfs/8662-resource-and-talent-planning-2024-report-web.pdf) put the median cost per hire at £2,000 for senior managers and directors, and £1,500 for other employees. Neither figure counts the real expense, which is three months of output you did not get while the seat sat empty.

For a senior developer, the salary is only the start: employer National Insurance, pension, equipment, workspace and management time all sit on top of it. That cost is fixed, with little flexibility if workload drops or priorities shift. Insourcing locks you into overhead.

Management overhead adds another layer: new hires take a significant share of a manager's time in coordination, mentoring and support, especially in their first six months. UK employers spend an average of £2,710 for every person they train, according to the Department for Education's [Employer Skills Survey 2024](https://explore-education-statistics.service.gov.uk/find-statistics/employer-skills-survey/2024). If you need to scale by ten people, you are committing to ten salaries plus on-costs every year, and to around three months of recruitment for each seat. These are the kinds of [growth inhibitors](https://blog.potentiam.co.uk/how-to-beat-the-5-biggest-company-growth-inhibitors-for-your-business) that stall mid-sized companies.

## Why Does Outsourcing Fail So Often?

Outsourcing does not usually fail because the provider is incompetent. It fails because of how the arrangement is structured. You will find dramatic failure statistics quoted widely online, often attributed to Standish, Gartner or Deloitte, but the most widely cited, Standish's CHAOS research, measures IT projects in general rather than outsourcing specifically, and the underlying reports often sit behind paywalls where the numbers cannot be checked. The structural reasons are more useful than the statistics, and they are consistent.

Providers optimise for margin, because that is what they exist to do. They price to win the work, then staff to the price. Communication runs through account management rather than directly between the people doing the work. Anything outside the statement of work becomes a chargeable change request, so teams stop asking and the service gradually drifts away from how your business actually operates.

The pattern that matters most shows up at renewal. Once several years of process knowledge sits inside the provider rather than inside your business, leaving becomes expensive and staying becomes expensive too. That is the position many companies are in by the time they start looking seriously at the alternatives.

Day to day, the risks are just as concrete. You lose visibility into execution. You become dependent on a vendor's resource availability. If they lose a key person or shift focus to a bigger client, your project stalls.

Hidden Costs of Traditional Outsourcing

The vendor's margin is built into the quoted rate. What the rate leaves out is rework, coordination overhead, knowledge leakage, and the cost of bringing the function back in-house if the relationship fails, so build those into the business case before you sign.

## Is There a Third Option Beyond Insourcing and Outsourcing?

Yes. Strategic offshoring with embedded teams is the hybrid model that captures the benefits of both approaches while sidestepping their pitfalls. Instead of hiring in the UK or outsourcing to a vendor, you build a dedicated team in one of our lower-cost hubs in South Africa, Romania, India or Brazil. We employ the people locally; they work only for you, report to your managers, use your systems, and operate as a true extension of your in-house team. We call this the [Embedded Offshore Team Model](https://blog.potentiam.co.uk/embedded-offshore-team-model).

We built this model from experience. Our founders scaled EnergyQuote JHA to more than 300 people, about 60% of them offshore, and building offshore teams [saved EnergyQuote over £20 million over nine years before its acquisition by Accenture](https://blog.potentiam.co.uk/how-a-ceo-delivered-21m-of-value-and-an-exit-to-accenture-by-building-offshore-teams-part-1-of-6) in 2015. The same principle applies to yours: a team working to your priorities and accountable to your KPIs, without a vendor sitting between you and the people doing the work.

The embedded team model removes the vendor incentive misalignment. Your offshore team lives or dies by your success. Labour costs in our hubs run well below UK rates (the savings by hub are set out below), and you still make the final hiring decision and keep performance management and operational control. You own the relationship, and you decide on promotions and pay.

This is different from outsourcing. You're not buying a service contract with a vendor. You're building a function with a strategic partner who handles recruitment, onboarding, compliance, and [HR administration across five hubs in four countries](https://blog.potentiam.co.uk/benefits-of-using-managed-services-for-building-an-offshore-team). Our role is to find, vet, employ, onboard and support the people, with supervision on site and an HR business partner in the same office. Your managers set priorities, direct the work and own performance and delivery.

Traditional Outsourcing

You contract a vendor who hires and manages staff. Little visibility into recruitment. Vendor controls resourcing and quality. Change requests trigger scope negotiation and cost overruns. Vendor margin built into the rate, limited accountability, easy exit but difficult transition.

Strategic Offshoring (Embedded Teams)

A dedicated offshore team that you direct, with a partner employing and supporting it locally. Full hiring visibility, and the final decision is yours. Within the agreed roles, you change priorities without renegotiating scope. Pricing agreed with each client. Deep accountability, and knowledge stays with a team you direct.

## How Much Does Offshoring Actually Save Compared to UK Hiring?

The savings are substantial in every hub we run. In our experience, labour cost savings typically run at 30 to 50% against the UK in Cape Town and Johannesburg and 40 to 50% against Western European rates in Iași. In São Paulo, operating costs for equivalent roles typically run 30 to 50% below the UK, and in Bengaluru salaries often run 40 to 70% below the UK, especially for mid-to-senior roles. The ranges are measured on different bases, so they do not rank the hubs against each other, but every one of them is large enough to change your economics. You're not sacrificing capability; you're paying market rates in markets with a lower cost of living.

These savings do not come from hiring junior people at junior rates. A developer in Cape Town works in the same tech stack, in English, in a business culture close to the UK's. An accountant in Iași is typically ACCA-aligned, a good starting point for UK GAAP work, though UK tax is something to test for rather than assume. A data engineer in Bengaluru has often spent years on multinational projects.

Across a ten-person team, those percentages add up to a large annual saving, before you count UK recruitment fees and the months each UK vacancy sits open.

## What Functions Work Best for Offshoring?

Not every role suits offshoring. Roles that require client-facing presence, deep cultural context, or real-time coordination with co-located teams face friction offshore. But the majority of knowledge-work functions thrive with embedded offshore teams.

Technology roles are the fastest win. Software developers, QA engineers, data engineers, DevOps engineers and system architects offshore well because code doesn't require physical presence and technical communication is remote-first by default. The best tech talent is already globally distributed, and [the right hub depends on the hardest role on the team](https://blog.potentiam.co.uk/best-offshore-location-technology-msp-team).

Finance and accounting benefit substantially from offshoring. AP and AR clerks, management accountants, financial analysts and payroll administrators in South Africa, Romania, India or Brazil work inside your accounting system to your controls. Their qualifications give them a head start on UK reporting, though UK VAT and tax specifics are worth testing for rather than assuming. The time difference can help too: Bengaluru is 4.5 hours ahead of the UK in British Summer Time and 5.5 in winter, so with cut-offs agreed, a team there can finish reconciliations before your day starts. We set out which hub suits which finance role in our guide to the [best offshore location for a finance and accounting team](https://blog.potentiam.co.uk/best-offshore-location-finance-accounting-team).

Data analytics, business intelligence, and data science teams operate fully remote-capable. The analysts you build offshore deliver reports, dashboards, and predictive models that inform strategy without requiring daily standup presence.

Customer service, customer success and [offshore sales teams](https://blog.potentiam.co.uk/a-revenue-acceleration-engine-why-offshore-sales-teams-make-more-sense) embedded offshore deliver high-touch support in English with strong cultural affinity. South Africa's talent pool particularly excels here, with a deep pool of English-speaking people familiar with the UK market and strong sales support skills; in Cape Town and Johannesburg we hire Account Executives, Account Managers and Customer Success Managers.

Digital marketing executives, content writers, graphic designers, SEO specialists, campaign coordinators and lead generation specialists work well offshore when supported by clear briefs and brand guidelines. Our multi-hub network supports all four functions across [technology](https://www.potentiam.co.uk/solutions/technology), [finance](https://www.potentiam.co.uk/solutions/finance-accounting), customer service and marketing.

## How Do You Avoid the Common Pitfalls of Offshore Teams?

The biggest risk with offshore teams is isolation. People working offshore without proper structure, governance, or support become disengaged, confused, and likely to leave. In competitive markets, attrition can run high. You lose knowledge. You restart hiring. Savings evaporate.

Success requires discipline in four areas: governance, communication, professional development, and HR support.

Governance means clear processes.

Your offshore team needs explicit documentation on how work is requested, reviewed, prioritised, and delivered. In Cape Town and Johannesburg (one hour ahead of the UK in summer, two in winter) and Iași (two hours ahead all year), the team shares most of your working day and can join your stand-ups. Where the overlap is shorter, as with Bengaluru, whose day ends around UK lunchtime, or São Paulo, whose day starts around UK lunchtime, async-first communication (Slack, Jira, email) carries more of the load. Either way, create decision frameworks so the team can move without waiting for a UK manager to respond.

Communication requires over-communication.

Record decisions. Write down context. Share quarterly strategy updates. Schedule monthly all-hands calls (even if ungodly hours for someone). Miscommunication across distance costs far more than over-communicating. We support this with an HR business partner in the same office as your team, who runs engagement, development and retention support alongside your managers.

Professional development keeps people.

Budget training, certifications, and clear promotion paths. Offshore talent want the same career growth as UK employees. If they feel stuck in a junior role forever, they'll leave. Invest in their growth and they'll deliver for years.

Key Takeaway

Embedded offshore teams fail when companies treat them as cost-cutting outsourcees rather than core team members. Success requires governance structure, intentional communication, professional development investment, and dedicated HR support to bridge geography and culture.

1

Define Governance Upfront

Document how requests flow, decisions are made, and accountability is tracked. Where the overlap is short, async-first communication beats forcing synchronous meetings.

2

Establish an Embedded HR Partner

An HR business partner based in your offshore hub bridges culture gaps, supports your managers on performance, and surfaces issues before they escalate.

3

Invest in Onboarding and Training

Use a structured 30, 60, 90 day onboarding plan. Budget for certifications, tools access, and knowledge sharing. People who feel invested in stay longer.

4

Communicate Constantly and Over-Communicate

Write down strategy, decisions, and context. Schedule monthly all-hands. Record updates. Clarity prevents confusion across distance.

## What Role Does AI Play in the Insource vs Outsource Decision?

![Professional using AI-powered development tools and code review dashboards for offshore team collaboration](https://blog.potentiam.co.uk/hs-fs/hubfs/blog/images/insource-vs-outsource-ai-teams-img-1.webp?width=600&height=600&name=insource-vs-outsource-ai-teams-img-1.webp)

AI is reshaping the insource vs outsource equation. Routine junior work is shrinking: AI now handles more of the routine coding, basic data analysis, content drafts, and first-pass customer support. You need fewer junior people and more experienced ones to review, refine, and lead.

This changes hiring incentives. Instead of building ten-person junior-heavy teams, you might build six-person senior-heavy teams augmented with AI tooling, which puts most of the budget into senior salaries, exactly where UK costs are highest.

This makes offshore hiring even more attractive, because the savings hold for experienced people too: in Bengaluru, salaries often run 40 to 70% below the UK, especially for mid-to-senior roles. You get experience, better code quality, and mentorship capability from day one. The outsourcing model struggles even more here, because quality increasingly depends on seniority and AI augmentation, and a vendor staffing to a price has little reason to invest in either.

Strategic offshoring with smaller, more experienced teams is becoming a common choice for growth-focused companies. You scale senior talent offshore at a fraction of UK cost, equip them with the same AI tools your UK team uses, and end up with a more capable team than you'd build with in-house juniors.

## How Do You Choose the Right Scaling Model for Your Business?

The decision matrix comes down to four questions: How fast do you need to scale? How much control do you need? What functions are you scaling? What's your tolerance for operational complexity?

**Choose insourcing if:** You're scaling one or two functions that are mission-critical to product. You have strong hiring and people development capabilities. You can absorb six to twelve weeks or longer per hire, plus the months it takes each new hire to reach full productivity. Control and culture fit are non-negotiable.

**Choose outsourcing only if:** You need a non-core function handled (catering, facilities, low-skill admin). You're comfortable with less direct control over quality and timelines. You have extensive vendor management bandwidth. You expect the engagement to end within 2-3 years. If those conditions don't match, outsourcing will disappoint you.

**Choose strategic offshoring if:** You need to scale fast (6-12 months). You need four or more people in a function who will cover for each other; for fewer than four working independently, an [Employer of Record is usually the better fit](https://blog.potentiam.co.uk/employer-of-record-vs-embedded-offshore-team). You want direct hiring authority and management control. You're comfortable with some operational complexity (time zones, documentation, HR support). You need sustainable cost reduction (not short-term vendor discounts). You plan to retain the team 3+ years.

| Criteria | Insourcing (UK) | Outsourcing | Strategic Offshoring |
| --- | --- | --- | --- |
| **Cost Basis** | UK salary plus employer costs | Vendor rate, including margin | Lower local salaries; pricing agreed with each client |
| **Time to Hire** | Six to twelve weeks or longer | Vendor dependent | Typically four to six weeks (four to eight in São Paulo) |
| **Control and Flexibility** | Full | Low | High |
| **Quality Risk** | Low (your culture) | Higher (depends on vendor incentives) | Medium (requires governance) |
| **Scalability (10+ people)** | Slow | Medium | Fast |
| **Operational Overhead** | High (recruitment, HR) | Medium (vendor mgmt) | Medium (governance, zones) |
| **Knowledge Retention** | High | Lower (knowledge sits with the vendor) | High (a dedicated team you direct) |
| **Regulatory/Compliance** | UK standard | Vendor delivers to the contract; your UK GDPR duties as controller remain | Local employment handled by the partner; your UK GDPR duties remain, with transfer safeguards set up with you |

## Why Are UK Companies Choosing Strategic Offshoring in 2026?

The trend is unmistakable. The global business process outsourcing market was worth around $328 billion in 2025 and is forecast to grow at close to 10% a year, reaching roughly $696 billion by 2033. Demand is not softening. For most of the UK businesses we speak to, the question is no longer whether to use offshore capability, but how to structure it so that it behaves like a team rather than a supplier. (Source: [Grand View Research, 2025](https://www.grandviewresearch.com/industry-analysis/business-process-outsourcing-bpo-market).)

Not all of that demand is flowing to traditional outsourcing vendors. Many of the companies that come to us are tired of vendor failure and want the capacity without the vendor relationship, so they're building embedded teams instead. The employer National Insurance changes in April 2025 added to the pressure, raising the rate from 13.8% to 15% and cutting the threshold from £9,100 to £5,000 a year ([HMRC](https://www.gov.uk/government/publications/changes-to-the-class-1-national-insurance-contributions-secondary-threshold-the-secondary-class-1-national-insurance-contributions-rate-and-the-empl/changes-to-the-class-1-national-insurance-contributions-secondary-threshold-the-secondary-class-1-national-insurance-contributions-rate-and-the-empl)).

Our multi-hub model gives UK companies five hubs in four countries to draw on. [South Africa](https://www.potentiam.co.uk/locations/south-africa), from Cape Town and Johannesburg, offers English-first communication, strong customer service talent, and a growing tech ecosystem. You're hiring in a country where English is the business language and cultural affinity is high. South Africa is one hour ahead of the UK in British Summer Time and two in winter, so a 9 to 6 day there runs from 8am to 5pm UK time in summer and 7am to 4pm in winter.

[Romania](https://www.potentiam.co.uk/locations/romania), from our Iași hub, provides EU-trained talent with compliance expertise, especially in finance and data privacy: developers, accountants, and engineers with EU education and GDPR knowledge. Iași is two hours ahead all year, so a 9 to 6 day there runs from 7am to 4pm UK time.

[India](https://www.potentiam.co.uk/locations/india), from Bengaluru, delivers technical excellence and scale. It is the deepest engineering pool we recruit from, and you can build large technology teams there at costs that would be impossible in the UK. Bengaluru is 4.5 hours ahead in British Summer Time and 5.5 in winter, so a 9 to 6 day runs from 4.30am to 1.30pm UK time in summer and 3.30am to 12.30pm in winter: the overlap falls in your morning.

[Brazil](https://www.potentiam.co.uk/locations/brazil), from our São Paulo hub, covers software and data engineering, service desk, finance and performance marketing, with a working day that reaches into the Americas. São Paulo is 4 hours behind the UK in British Summer Time and 3 in winter, so a 9 to 6 day runs from 1pm to 10pm UK time in summer and 12pm to 9pm in winter.

The multi-hub approach is the key differentiator. Companies that build in one hub take all the currency and concentration risk. Companies that build across hubs reduce risk, improve time zone coverage, and develop operational resilience. Our playbook comes from building and running teams across all five hubs, learning what works and what doesn't.

This is how growing companies are scaling in 2026: building experienced teams in our hubs rather than waiting months for each UK hire.

## Frequently Asked Questions

### What is the difference between insourcing and outsourcing?

Insourcing means building your own in-house team to handle work. You hire employees directly, manage them, and own accountability. Outsourcing transfers that responsibility to a vendor who manages staff, delivery, and timelines on your behalf. Insourcing gives you control but saddles you with recruiting overhead and fixed payroll. Outsourcing reduces management burden but transfers risk and often sacrifices quality.

### How much money can you save by offshoring instead of hiring in the UK?

It depends on the hub and the role. With an embedded team, pricing is agreed with each client, and you avoid UK recruitment fees and long UK vacancies.

### What are the biggest risks of outsourcing for SMEs?

The dramatic outsourcing failure rates quoted widely online are unreliable: the most widely cited research, such as Standish's CHAOS reports, measures IT projects in general rather than outsourcing specifically. The risks that do show up consistently are vendor corner-cutting to protect margin, communication breakdown across time zones, scope creep producing hidden costs, rework caused by quality issues, and loss of visibility into how work is actually being executed. For SMEs with limited vendor management bandwidth, these risks are acute. The best path for SMEs is strategic offshoring with dedicated HR support, not traditional outsourcing to large vendors.

### How long does it take to build an offshore team?

Typically four to six weeks in Cape Town, Johannesburg, Iași and Bengaluru, and four to eight weeks in São Paulo, from starting the search to the candidate accepting the offer; a notice period can push the start date later. That is for each hire; a larger team is built in phases. A structured 30, 60, 90 day plan is designed to bring each hire to full contribution inside their first quarter. Compare this to UK hiring, which Totaljobs put at an average of 12 weeks in its Spring/Summer 2026 Hiring Trends Update, before any onboarding time.

### Can you offshore software development without losing quality?

Yes, if you hire experienced people and invest in governance. Quality problems in offshore development are usually a function of seniority and process rather than location: teams staffed with juniors, working from thin specifications, without code review or clear standards, produce weak results anywhere in the world. Hire senior, document properly, review consistently, and quality tracks the team rather than the time zone.

### What is the best country for offshoring from the UK?

The answer depends on your function. South Africa excels for customer service, sales support, and tech talent with English-first communication. Romania suits finance, compliance, and EU-regulated roles because of EU training and GDPR expertise. India wins on technology depth and scale. Brazil adds engineering, data and performance marketing, with Americas coverage. The strongest approach is multi-hub: hire core senior roles in South Africa or Romania, scale technology or service desk support in India or Brazil, and maintain UK presence for senior leadership and client-facing strategy. We run five hubs across these four countries precisely because different functions thrive in different places.

### How much has the Employment Rights Act 2025 added to the cost of a UK hire?

The Act removes the three day waiting period for Statutory Sick Pay and abolishes the Lower Earnings Limit from 6 April 2026, so every employee qualifies from their first day of absence regardless of earnings. SSP is paid at 80% of average weekly earnings or £123.25 a week, whichever is lower. Combined with Employer National Insurance at 15% on earnings above £5,000, a threshold frozen until April 2031, the fixed cost of employing people in the UK has risen, and with the threshold frozen it will not ease on its own.

### Is outsourcing still growing in 2026?

Yes. The global business process outsourcing market was worth around $328 billion in 2025 and is forecast to reach roughly $696 billion by 2033, a compound growth rate close to 10% a year (Grand View Research). For the UK mid-sized businesses we work with, the live question is how to structure offshore capability so that it behaves like a team rather than a supplier.

Outsourcing transfers that responsibility to a vendor who manages staff, delivery, and timelines on your behalf. Insourcing gives you control but saddles you with recruiting overhead and fixed payroll. Outsourcing reduces management burden but transfers risk and often sacrifices quality."

With an embedded team, pricing is agreed with each client, and you avoid UK recruitment fees and long UK vacancies."

"text" : "The dramatic outsourcing failure rates quoted widely online are unreliable: the most widely cited research, such as Standish's CHAOS reports, measures IT projects in general rather than outsourcing specifically. The best path for SMEs is strategic offshoring with dedicated HR support, not traditional outsourcing to large vendors."

"text" : "Typically four to six weeks in Cape Town, Johannesburg, Iași and Bengaluru, and four to eight weeks in São Paulo, from starting the search to the candidate accepting the offer; a notice period can push the start date later. That is for each hire; a larger team is built in phases. A structured 30, 60, 90 day plan is designed to bring each hire to full contribution inside their first quarter. Compare this to UK hiring, which Totaljobs put at an average of 12 weeks in its Spring/Summer 2026 Hiring Trends Update, before any onboarding time."
